Fujian Province is located in southeast China on the straits of Taiwan. Fuzhou City is the capital of the Fujian Province. With the sanction of the State Council, the Fuzhou Economic and Technical Development Zone (ETDZ) was established in 1985, being 10 kilometres east of Fuzhou City. This zone was one of the first of 14 ETDZ's in the coastal areas of China. To date the total foreign investment within the ETDZ is US$5.4 billion including industries such as electronics, bio-chemicals, pharmaceuticals, mechanical engineering, textiles and food processing.

In 2004, a Co-operative Joint Venture (CJV) was established between The China Water Company (CW) and the ETDZ Water Company to develop and operate the water treatment facilities which supply water to the ETDZ including industry and 150,000 domestic users. The water supply facilities consist of a raw water transmission system with a pumping station and 12 kilometres of pipeline, a water treatment plant with a capacity of 125 Mld, and 76 kilometres of distribution network, which is mainly gravity fed.

Raw water can be obtained from two sources. Normally the plants draw water from the Baimei reservoir, which is located 12 kilometres from the plant and has a storage capacity of 15 million cubic meters. In the event of drought, water can also be drawn from the Ming River via a pumping station which is adjacent to the treatment plant.

The treatment plants consist of:
• Flocculation using poly aluminium chloride
• Clarification with traveling bridge sludge collectors
• Filtration
• Chemical dosing
• Clean Water Storage

In 2007, Fuzhou CWC obtained the ISO 9001 Quality Management System Certificate through DNV. Additionally, Fuzhou CW successfully adopted an ISO 9001 quality management system for the construction and operation of the plant. In 2009, Fuzhou CWC became the first company in the China Water group to obtain ISO 14000 Environmental accreditation and OHSAS ISO 18000 Health and Safety accreditation. Since commencement of Fuzhou CW, the company has benefited from a number of improvements including:

• Automatic monitoring and control of water treatment plant and network
• Implementation of advanced management policies and procedures
• Improvement of the health & safety environment
• Emergency response planning V e.g. Typhoon
• Improvement of customer services and installation of a new billing system
