Located in the centre
of the Liaoning province, Xinmin is a developing
satellite of the industrial city of Shenyang, which is about 60
kilometres away.
The area is rich in underground water resources, which are replenished
by the Liu River that flows through the city.
The China Water Company (CW) and Xinmin Water Supply Company
(XMWSC) formed a joint venture company - Xinmin CW(CJV)
in July 2000 to develop the Liu River Water Supply Project.
The project involved boring 10 new 80m deep wells along the Liu
River bank; construction of a 10 kilometre raw water transmission
pipeline and construction of a new 40 Mld water treatment plant
incorporating iron and manganese removal to ensure that the treated
water from the plant is in compliance with the National
Drinking Water Standard.
The Water Treatment Plant comprises:
• Aeration
• Rapid Gravity Filtration (eight back-washable units)
• Chlorination
• Storage (two 3,000m3 tanks)
The new facilities were commissioned in December
2001.
In May 2008, Xinmin CW obtained its ISO9001-2000
quality management system certificate through DNV. Since operation
commenced under Xinmin CW, the company has benefited from a number
of changes including:
• Improvement of automatic control of water treatment plant
• Implementation of advanced management policies and procedures
• Improvement of the health & safety environment
• Emergency response planning
• Improvement of security systems
